Penny joined USA Cycling as director of media and public relations in 1991, eventually rising to the position of managing director of the United States Cycling Federation.

Penny also allegedly directed the removal of papers connected to Nassar’s actions from the Karolyi Ranch, according to the indictment. Penny risks a sentence of 2 to 10 years in prison and a fine of up to $10,000 if convicted.

Penny was placed on USA Gymnastics’ “permanently ineligible” list of members the day after his arrest, “under the rules of SafeSport Code for the United States Olympic and Paralympic Movement, III.A.4, and USA Gymnastics Bylaw 10.14(b).”
